Kyoto Prefecture Adopts GMO-PG Service to Accept Furusato Nouzei Payments by Credit Card  

 Tokyo – April 30, 2009 – GMO Internet Group non-face-to-face credit card payment processing company, GMO Payment Gateway (TSE: 3769) announces that the GMO-PG Public Sector Payment Processing Service has been selected by Kyoto prefecture to handle credit card payments of the “Furusato Nouzei”(*) tax donation in a program to be launched tomorrow.
(*) Furusato Nouzei (Hometown Tax) : Furusato Nouzei, introduced in the April, 2008 local tax reforms, is a system that allows individuals to allocate part of their municipal taxes to their hometown or a municipality other than the one in which they live. This was an extension of the previously existing donation subsidy tax system where part of a donation made to an individual’s hometown or other municipality they choose to support, is deducted from their municipal taxes and income taxes; effectively the taxpayer pays tax to the municipality of their choice.
 
Background
 Kyoto is the first metropolitan government in Japan to dedicate “Furusato Nouzei” exclusively to the protection of cultural assets with the establishment of the Kyoto Prefectural Foundation for Preserving and Conveying Cultural Heritage. The government is inviting contributions from all throughout Japan who appreciate Kyoto`s cultural assets and love the city, to preserve it for the future.

 Beginning on May 1 this year, in order make it easier to donate, in addition to the existing payment method (bank transfer at a financial institution) , donations will be accepted by credit card over the Internet. When making a donation, donors will be able to select from three projects; Preservation and repair of historical buildings and other tangible cultural assets in Kyoto, Protection of tangible cultural assets against earthquakes and fires, and Promotion of the protection of cultural assets.
Kyoto prefecture has selected the GMO Payment Gateway, Public Sector Credit Card Payment Processing Service to provide credit card payment data processing operations for online credit card donations.

GMO-PG Public Sector Credit Card Payment Processing Service
 The GMO Payment Gateway Public Sector Credit Card Payment Processing Service has been adopted by the Social Insurance Agency as well as municipal governments including Tokyo and Osaka City. Municipal governments all now accept credit card payments or are planning to do so. Other cities including Osaka already use GMO Payment Gateway services to process credit card payments of “Furusato Nouzei”.
 The service centralizes tasks like card validity checks, claims, and updating of card information, and because it is an ASP service it can be implemented in a short period of time. We also offer online application capability using 3-D secure certificates. 
 
Outlook
 Private final consumption spending in Japan is currently at around 292 trillion yen a year*1. Of that figure, the amount accounted for by credit card payments is no more than 35 trillion yen*2. Payments in the public sector, which has yet to fully introduce credit card payment options, are estimated to be worth between 20 trillion yen and 50 trillion yen. We expect the expansion of credit card payment services in this field to further expand the credit card market, improve efficiency in the public sector and be more convenient for the user.
