Sapporo City in Hokkaido Chooses GMO Payment Gateway Public Sector Payment Processing Service for Water Rates
 
Tokyo – July 1, 2010 – GMO Internet Group non-face-to-face payment processing company, GMO Payment Gateway announces today that is has been selected by Sapporo city (Hokkaido prefecture, Japan) to provide credit card payment processing services for water utility payments beginning in the June 2010 billing period.
 
Background
In the non-face-to-face credit card payment processing market, an environment where consumers seek flexible payment options and government is promoting strategic IT restructuring, we are not only growing our business in the retail industry but have also expanded into such fields as electricity, gas and NHK license fee payments. Since the Local Government Act was revised allowing municipal bodies to accept credit card payments (164th Ordinary Session of the Diet, 2006), this option is increasingly being made available for public sector services. Sapporo City plans to introduce credit card payments of water rates etc. beginning from October 2010 meter readings. The city will accept applications from August 1. Introducing credit card payments helps Sapporo to meet its objective of improving public services by diversifying payment options, providing more opportunities for residents to collects points offered by their credit card company, eliminating concern over forgotten payments, and enabling households to consolidate their utilities payments.  
Sapporo city chose the GMO Payment Gateway, Public Sector Credit Card Payment Processing Service to provide credit card payment data processing operations.
 
GMO-PG Public Sector Credit Card Payment Processing Service
The GMO Payment Gateway Public Sector Credit Card Payment Processing Service has been adopted by the Japan Pension Service as well as municipal governments including Tokyo and Osaka City. All municipal governments are now accepting credit card payments or planning to do so. We already provide processing services for water utility payments to cities including Tokyo and Fukuoka.
The service centralizes tasks like card validity checks, claims, and updates of card details and because it is provided as an ASP service it can be implemented in a short period of time. We also offer online application compatible with the personal identification security protocol 3D Secure.

Outlook
Private final consumption spending in Japan is currently at around 291 trillion yen a year*. Of that figure, the amount accounted for by credit card payments is no more than 42 trillion yen. The public sector, yet to fully adopt a credit card payment option, is estimated to receive payments worth between 20 trillion yen and 50 trillion yen. We expect the introduction of credit card payment in this field to further expand the credit card market, improve efficiency in the public sector and offer greater convenience for the user.
