Fukuoka City to Adopt GMO Payment Gateway Credit Card Payment Processing Services
 
Tokyo – February 16, 2009 – GMO Internet Group remote credit card payment processing company, GMO Payment Gateway has been contracted to provide data processing services to Fukuoka City in Fukuoka prefecture for credit card payments of water rates from June this year.
 
Background and Summary
In the current remote credit card payment processing market, an environment where consumers seek flexible payment options and government is promoting strategic IT restructuring, we are not only attempting to expand our business in the retail industry but also in such fields as electricity, gas and television license fees. In 2006 at the 164th Ordinary Session of the Diet, the Local Government Act was revised to allow payments to government to be accepted by credit card.
Fukuoka City will introduce credit card payment of water rates beginning in the billing period June 2009. Applications will be accepted from April 1. The objectives of the introduction are improvement of resident services and administrative efficiency. The city will offer residents more payment options, more convenient bill paying and the advantage of being able to accumulate points offered by their credit card company. The government expects that credit card payments will account for 5% of all payments within a year of introduction.
Fukuoka City has selected the GMO Payment Gateway, Public Sector Credit Card Payment Processing Service to provide credit card payment data processing operations. GMO Payment Gateway offers the city vast experience and high-level security.

GMO-PG Public Sector Credit Card Payment Processing Service
The GMO Payment Gateway Public Sector Credit Card Payment Processing Service has been adopted by the Social Insurance Agency as well as municipal governments including Tokyo and Osaka City. Municipal governments all now accept credit card payments or are planning to do so. Other cities including Tokyo and Amagasaki already use GMO Payment Gateway services to process credit card payments of water rates.
The service centralizes tasks like card validity checks, claims, and updating of card information, and because it is an ASP service it can be implemented in a short period of time. We also offer online application capability using 3-D secure certificates.  
 
Outlook
Private final consumption spending in Japan is currently at around 292 trillion yen a year*1. Of that figure, the amount accounted for by credit card payments is no more than 35 trillion yen*2. Payments in the public sector, which has yet to fully introduce credit card payment options, are estimated to be worth between 20 trillion yen and 50 trillion yen. We expect the expansion of credit card payment services in this field to further expand the credit card market, improve efficiency in the public sector and be more convenient for the user.
