Katsushika Ward to Adopt GMO Payment Gateway Payment Processing Services

Tokyo – January 10, 2008 -- GMO Payment Gateway, the GMO Internet Group remote credit card payment processing company, has been unofficially selected to provide credit card payment processing connection services to the Katsushika ward office when it introduces credit card payments for online bookings of public facilities in the 2008 fiscal year.

Outline
This year Katsushika will become the first of Tokyo’s 23 wards to provide an online application system for the reservation of public facilities. GMO Payment Gateway, unofficially selected to provide credit card payment processing services for the system, already provides its public sector credit card payment ASP service to Fujisawa city, the Osaka municipal government and the Bureau of Waterworks in Tokyo.
The new Katsushika reservation system will cover 76 buildings and 230 facilities including meeting rooms and halls located within the ward. Many procedures that until now required the user to attend the ward office, can now be carried out and paid for by credit card online. This move will reduce the time ward office staff spend on reservations, reducing labour costs overall and increasing efficieny.

Background
In the current remote credit card payment processing market, an environment where consumers seek flexible payment options and government is promoting strategic IT restructuring, we are not only attempting to expand our business in the retail industry, but also in what is now known as the C-to-G market that includes public utilities such as electricity, gas and public television license fees.
The Katsushika ward office developed the Katsushika e-plan in 2002 as part of its mission to build a safe city that offers support for its residents. The office is actively establishing information infrastructure with the objective of building a “digital ward office”.

GMO Payment Gateway has been providing credit card payment services to handle NHK (Japan Broadcasting Corporation) broadcasting fees since 2006 and Fujisawa city light vehicle tax payments, fees for Osaka government online procedures, and Tokyo Bureau of Waterworks rates since 2007. We are now the leading public sector credit card payment processing service. All GMO-PG offices have obtained the ISO27001 ISMS Certification Standards Ver. 2.0 certificate of compliance. These are global independent certification standards for information security management so customers can feel safe using our services.

Outlook
Private final consumption spending in Japan is currently at around 291 trillion year a year*1. Of that figure, the amount accounted for by credit card payments is no more than 32 trillion yen*2. Payments in the public sector, which is yet to fully introduce credit card payment, are estimated to be worth between 20 trillion yen and 50 trillion yen. We expect the introduction of credit card payment in this field to further expand the credit card market, improve efficiency in the public sector, and be more convenient for the user. GMO Payment Gateway strives to continually grow the credit card payment processing sector.
